The Central Epidemic Command Center (CECC, 中央流行疫情指揮中心) recently stated that Taiwan's COVID-19 publicly funded vaccination has exceeded 8 million doses so far. In response to the vaccination certification requirements of people travelling abroad, the CECC recommends that travelers should first confirm the regulations of the destination country, (of the school, of work, or of the activities, etc.). The certification documents may be obtained by one of the following methods:

  1. The COVID-19 vaccination site issues a COVID-19 Vaccination Record on which the fields of the date of birth, passport number, and the name on the passport are completed.
  2. The COVID-19 vaccination site issues an English-language certificate of diagnosis (with the vaccination record specified on the certificate).
  3. People can visit one of the 32 hospitals with outpatient services in travel medicine (travel clinics) and request their COVID-19 vaccination be recorded in their International Certificate of Vaccination or Prophylaxis (yellow book).

The CECC stated that, to obtain the vaccination yellow book, please bring 1. health insurance card, 2. passport (or photocopy), 3. the yellow card to the travel medical clinic for registration, and the doctor will inquire about Taiwan’s "National Vaccination Information Management System" (全國性預防接種資訊管理系統(VACC)). The record will be issued after confirmation. If the person is not vaccinated in Taiwan, it will not be listed in the Vaccination Yellow Book. The yellow book fee is in accordance with the "Port Quarantine Fee Collection Method", for the supplementary certificate (for those who do not have the yellow book) is NT$200; for endorsement (for those who have the yellow book) is NT$150. The other fees such as hospital registration, examination, etc., will depend on each hospital.

Also, please pay attention! The yellow vaccination card is only the “vaccination record card” for the COVID-19 vaccine, not the “vaccination certificate”. If people need to go abroad, they will need a complete vaccination certificate. They may go to the medical institutions that open international travel medical clinics in various cities and counties to apply for an internationally accepted vaccination record that conforms to the World Health Organization (世界衛生組織).
