Long-Term Care 3.0 Enhances Barrier-Free Housing and Smart Devices to Ease Family Care Burden

As family members grow older, residential safety and daily care have become key concerns for many households. In response, Taiwan's Ministry of Health and Welfare continues to advance the “Ten-Year Long-Term Care Plan 3.0,” focusing on improving home environments by integrating barrier-free design and smart care technologies, enabling people with disabilities or limited mobility to live more safely and stably in their familiar homes.

Under the current long-term care system, subsidies for assistive devices and home barrier-free improvements are already available. Individuals assessed as having long-term care needs at Level 2 or above may apply for subsidies of up to NT$40,000 every three years to improve bathrooms, install anti-slip features, modify entrances, or optimize indoor movement paths. These adjustments help reduce the risk of falls and make daily care tasks less physically demanding for caregivers.

The policy also plans to introduce fully rental-based smart technology assistive devices starting July 1, Year 115 (ROC calendar), raising the subsidy ceiling to NT$60,000 every three years, including costs for barrier-free home improvements. By adopting sensing, assistive, and safety monitoring technologies, the burden of long-term supervision can be reduced and care arrangements made more flexible.

Regarding housing conditions, the Ministry of Health and Welfare is also working in coordination with the Ministry of the Interior through the “Aging Home Extension and Functional Renewal Program.” For residents assessed as having long-term care needs, both ministries jointly subsidize the installation or improvement of barrier-free facilities in existing homes. Through cross-ministerial integration, the quality of older housing is gradually enhanced, making it more feasible and reassuring for older adults to remain living in their communities and homes.
