In response to the declining birth rate, the Changhua County Government held the launch press conference for “Family-Friendly Child-Rearing Action 3.0.” County Magistrate Wang Hui-mei announced that starting in 2026, three major measures—the Good Pregnancy Card, expanded birth subsidies, and the Child Care Card—will be implemented to provide comprehensive support from pregnancy and childbirth to child-rearing, accompanying residents as they build families with peace of mind and welcome new life.
The county government explained that the Good Pregnancy Card focuses on prenatal care. As long as either spouse is registered in Changhua, applicants are eligible. The program provides subsidies for 14 publicly funded prenatal checkups, with NT$500 in electronic ticket credits per visit and a maximum subsidy of NT$7,000. The credits can be used for transportation to checkups, fuel or charging expenses, or purchases at drugstores and medical institutions, encouraging regular prenatal checkups through tangible support and safeguarding maternal and infant health.
Regarding childbirth and child-rearing, the county government has adjusted subsidies under the principle of “the more children, the greater the subsidy.” Starting in 2026, subsidies will be NT$30,000 for the first child, NT$50,000 for the second child, and NT$80,000 for the third child and beyond. Applications can be submitted at the time of household registration. The already implemented Child Care Card will also continue, providing subsidies for purchasing essential infant and toddler supplies for children aged 1 to 3, with plans to expand usage to early intervention institutions to further strengthen child-rearing support.
EasyCard Corporation stated that more than 20,000 Child Care Cards have been issued, with a usage rate approaching 90 percent. The Good Pregnancy Card to be launched in 2026 will further integrate subsidies with the prenatal checkup process, allowing pregnant women to receive subsidies instantly upon completing checkups at participating clinics, making the policy more responsive to needs and effectively implemented.
