Taiwan's Executive Yuan has announced that new eligibility criteria for hiring migrant domestic helpers will take effect on April 13. Under the new policy, families with children under the age of 12 will be allowed to apply, providing additional household support options and easing caregiving pressure.

The policy responds to changing family structures and the rise of dual-income households, where caregiving responsibilities have become increasingly demanding, especially for families with special needs. After implementation, general households will pay a monthly employment stabilization fee of NT$5,000. For disadvantaged or special-needs families, priority access will be granted, and the fee will be reduced to NT$2,000 per month.

To support the policy, the government has outlined three key measures: expanding job-matching services in domestic work and childcare, providing training and employment support for local workers, and strengthening basic training and in-home guidance for domestic helpers to improve service quality. For families with special needs, application procedures will also be simplified with priority assistance.

Officials emphasized that the policy is not intended to replace existing childcare or care systems, but rather to provide an additional option alongside current resources, helping families better balance work and caregiving responsibilities.

In addition, the government continues to promote the “0–6 Childcare Support Policy,” which includes childcare subsidies, public childcare services, and parental leave systems, aiming to build a more comprehensive family support network.
