The National Immigration Agency, Ministry of the Interior, will implement the 113th Academic Year New Immigrants and Their Children's Empowerment and Scholarship Program. Both new immigrants and their children are eligible to apply, and those who meet the qualifications are encouraged to prepare relevant documents in advance. This program aims to provide appropriate support and incentives to underprivileged and outstanding new immigrants and their children. It encourages participation in national technician certification exams, fosters the talents of exceptional students, and enhances social competitiveness. By offering scholarships and financial aid, the program seeks to alleviate financial burdens on families, motivate academic excellence, and contribute to national talent development. The program is guided by the Ministry of the Interior, organized by the National Immigration Agency, and co-organized by the Ministry of Education, the Ministry of Labor, and local government education departments.

The application period runs from February 21 to March 21, 2025. Applicants must complete the online registration process and download the application form with a serial number from the system. All required documents must be mailed to the Immigration Agency by March 28, 2025, with the postmark as proof of submission. Late applications will not be accepted.

The list of recipients is expected to be announced by the end of May 2025. The scholarship awards include special talent awards for children of new immigrants, the Presidential Education Award, financial aid for outstanding and underprivileged new immigrants and their children, and certification incentives for new immigrants. The award amounts range from NT$2,000 to NT$50,000, depending on the scholarship category.

For certification incentives, new immigrants who have passed the national technician certification exams conducted by the Ministry of Labor and hold a valid "Republic of China Technician Certificate" issued within the past three years (from 2022 to 2024) are eligible to apply. The subsidy is granted once per year for one occupational category and one certification level. A maximum of three applications can be submitted throughout the years once this limit is reached, further applications will not be accepted.
