Taipei City Youth Department Expands Support for Young Entrepreneurs, Introduces Startup Preparation Fund and Raises Loan Cap to NT$3 Million

Securing funding at the early stage of entrepreneurship is often a major barrier for young people seeking to realize their business ideas. To help young entrepreneurs build essential resources during the startup phase, the Taipei City Government’s Youth Department has revised the “Taipei City Youth Entrepreneurship Financing Loan” guidelines, introducing a new “Startup Preparation Fund” and raising the maximum loan amount to NT$3 million. Interest during the loan period will be fully subsidized by the city government, significantly reducing the financial burden on young entrepreneurs.

The Youth Department noted that many young entrepreneurs must invest in equipment, manpower, and operational costs before establishing stable revenue streams, and financial pressure often limits the implementation of creative ideas and business plans. The revised policy provides additional support for startups established for less than one year. In addition to the existing maximum loan of NT$2 million, eligible startups may apply for an additional NT$1 million Startup Preparation Fund to support market testing and early operational planning.

Under the program, businesses registered in Taipei City for less than five years, with a principal aged between legal adulthood and under 46, registered in Taipei City for more than one year, and having completed at least 20 hours of government-recognized entrepreneurship training within the past three years, may apply for loans of up to NT$2 million. Startups established for less than one year may apply for a combined loan amount of up to NT$3 million, with a maximum loan term of five years. All interest is fully subsidized by the Taipei City Government.

The Youth Department emphasized that entrepreneurship requires not only financial support but also comprehensive and continuous guidance. Through its “one-case, full-support” and dedicated mentoring services, the department provides one-stop assistance covering business registration, patent applications, financial and legal consultation, entrepreneurship training, startup space matching, and subsidies for exhibitions and events, enabling young entrepreneurs to focus on business development.
