With the gradual growth of the second generation of new immigrants, facing issues such as further education or employment, and the needs to develop diversity, the Penghu County Social Affairs Department (澎湖縣府社會處) handles the new second-generation training program, through various activities and arrangements, to provide new immigrants’ children with enhanced life experience and the ability to develop in specific fields, to explore skills and interests to facilitate future school and career choices, to enrich the life experience of new immigrants' children, and to enable them to have self-enrichment and exploration aspirations.

The Social Affairs Department of the Penghu County Government stated that to let the children of new immigrants learn about Taiwan’s agricultural products, they organized the "Modern-day Sherlock Holmes" (新世界福爾摩斯) activities and learned about crops at the Penghu branch of the Kaohsiung District Agricultural Research and Extension Station (高雄區農業改良場澎湖分場), including the necessary elements for growth. The trainees first fill the culture dish with soil, then dig out the seeds from the pumpkin, rinse, and plant them in the culture dish. The trainees use their ingenuity in the process to make the pumpkin seeds properly buried in the culture soil and ask how to care for the plant and other details, and finally let the students prepare a pot of seeds to continue the next session of the course.

The second session was a practical course on agricultural products processing, using locally grown dragon fruit, roselle, mulberry and other fruits rich in anthocyanins, which the students used in making dragon fruit Q candy which has a texture like marshmallow and soft candy. The students expressed that they wanted to share the sweet and sour healthy snacks made without artificial flavors and colorings with their family. In addition, the children of the new immigrants have used their ingenuity in the lessons, which not only makes the crops more diverse, but also enriches the contents of the courses.
