The initial plan is to "Stimulus 5x vouchers." It is inclined to exchange NT$1,000 for NT$5,000. It is estimated that it will cost nearly NT$100 billion. It is reported that it will be released in September at the earliest. Many shops are optimistic about its success and hopes that the government can effectively revitalize the economy.

According to media reports, if the epidemic situation is stable, the EY can first use the remaining special budget to issue stimulus vouchers. Compared with the simultaneous planning of paper and digital vouchers last year, the benefits this year may be "three times" more, and digital vouchers are more favorable. The estimated time for preparations is about one month, and there is no need to send the budget to the Legislative Yuan (LY, 立法院) for review in September. If the epidemic continues to slow down, the amount of the stimulus vouchers may increase, at least in units of NT$2,000, which will increase the revitalization effect by five times.

The EY stated that the relevant budget for stimulus vouchers still must be sent to the LY for review, but since it is for emergency relief, it is not necessary to wait for the LY to discuss it. Because according to Article 11 of the Special Regulations on Relief, in order to meet the urgent needs of various prevention and relief measures, after the relevant agencies report to the EY for approval, a portion of the special budget can be initially paid even before the legal process is completed.
