To make legal concepts more relevant to daily life, the Ministry of Education is promoting the "Legal Education Program for Elementary and Secondary Schools and Communities," encouraging university law students and faculty to promote legal education on campus and in communities. The Ministry of Education stated that in 2026, it subsidized 18 university law departments to participate, using service-learning methods to allow students to apply their professional knowledge to legal advocacy, while also helping elementary and secondary school students and community members more easily understand the connection between law and daily life.

The Ministry of Education pointed out that this plan focuses on diverse legal issues, including 15 themes such as democracy, the rule of law, basic legal concepts, anti-fraud awareness, and prevention of school bullying . It also incorporates legal issues related to artificial intelligence and internet technology to address the legal needs of the digital age. Furthermore, some plans will extend services to senior citizens in the community, providing legal knowledge and consultation services to broaden the reach of legal education.

The participating universities also designed diverse teaching methods based on the needs of different regions, transforming abstract legal concepts into relatable content. For example, Tunghai University used scenario simulations and board game design to guide students to understand the legal responsibilities of internet use; Shih Hsin University used a mock court format to allow students to experience judicial procedures while providing legal consultation services to the community.

In addition, Fu Jen Catholic University will continue the achievements of its legal education efforts in Taitung last year and combine its medical school resources to provide services in remote rural areas. National Taipei University of Education and Feng Chia University plan to go to outlying islands such as Kinmen and Penghu to bring legal education courses to local primary and secondary school students and community members, making legal knowledge more accessible.

The Ministry of Education stated that it will continue to support university law departments in participating in social services, bringing legal education to more remote and resource-scarce areas, allowing the concept of the rule of law to gradually take root from the campus to daily life, and creating a safer and more respectful social environment.
