Ministry of Interior Visited Philippines Migrant Workers in Imei Food Factory, Officially Renamed the Residence Permit
Minister of Interior Taiwan, Hsu Guo-yong (徐國勇) who cares about Taiwan’s foreign migrants today (May 3) specially visited Imei Food Nankan Factory and officially announced that the government has renamed the residence permit as “migrant worker” (移工), while previously was "foreign labor" (外勞). Imei Food General Manager, Kao Chih-ming (高志明) also called that the enterprises should give the relative respect for the foreign employees.
Taoyuan is the county with the largest number of migrant workers across Taiwan, about 110.000 people. In order to understand the living conditions of foreign migrant workers in Taiwan, the Minister of Interior Hsu Guo-yong, the Head of Immigration, Chiu Fengkuang (邱豐光), and accompanied by Tang Minyao (唐敏耀), the Head of North District Affairs Brigade went to Nankan Factory of Imei Food Co., Ltd. and visited the hardworking migrant workers.
At the event, the Philippines migrants moved with passionate dance, singing in warming way and very welcoming. After watched the profile of Imei Company, Minister Hsu affirmed that in the enterprises shoulder there are social responsibilities and it has create a friendly working environment. At the event, it also announced that the category in residence permit was officially renamed as “migrant worker” (移工). After that, the workers who were born in May cut the cakes in order to celebrate their birthday and for the Mother’s Day celebration.
When Minister Hsu delivered a speech, he said that migrant workers can be regarded as Taiwan’s “unknown heroes”, because they contribute a lot for Taiwan’s economic development. Imei is using a direct employment to hire the migrant workers, as it also saves the considerable agency costs for the migrant workers.
Hsu Guo-yong mentioned that in response to the support and respect society for the migrant workers, as well as the reference from society groups and idioms that used by every country, the term of “foreign labor” (外勞) for a long time has been tagged and stigmatized, give the people a feeling of discrimination. Therefore, after some appealing and advocating, in order to express the support and respect migrant friends, please using migrant workers to call them all.
Moreover Minister Hsu officially announced that the Immigration Department (NIA) also renamed the residence permit (ARC) category as “migrant worker”, hope that this will lead the public to use their titles more comprehensively and let the social atmosphere be more respectful and inclusive.
Imei General Manager, Kao Chih-ming said that when Imei was starting to hire the migrant workers more than 10 years ago, Imei already stipulated that the company should use the term of “guest worker”(foreign colleague) within the company, and it also called on the other companies to give them relative respect.
It is worth to mention that one of Imei’s migrant workers, namely Mawen shared a warm heart story. He said that a year ago due his poor physical condition, when he came to Taiwan he had to do a kidney transplant surgery. However, his previous employer was reluctant to renew the employment contract. Kao Chih-ming, Imei’s General Manager was obliged to hire him after he learned about the matter, assists the medical expenses payment, give the easier work content, and specially planned for a light meal diet for him.
The Head of NIA, Chiu Fengkuang said that the new term of ARC is handled with a “gradual replacement” for the convenience. Since the ARC of migrant friends is valid for 3 years, therefore this type of ARC could be applied after the migrant extend the ARC or applying for data transfer, or others. The full replacement naturally and gradually will be completed within 3 years, both of the old and new type of the ARC can be used during this time of period.
