Tainan City Police Department reminds the public to avoid drunk driving

The Thai New Year Songkran is an annual traditional festival taking place from April 13 to April 15. The most obvious celebration of Songkran is the throwing of water. Water is a Buddhism symbol for cleansing and blessing. However, many official Songkran Festivals were canceled due to the coronavirus pandemic in 2021. Still, some places will still celebrate the Songkran Festival. And on this important day, remember not to over drink  

On this most important day of Thai tradition, while celebrating the festival, don’t drink too much, or drive a vehicle after drinking.

In order to help the public, understand the new drunk-driving law, and promote the danger of drunk-driving, the sixth precinct of the Tainan City Police Department designed a short version poster of the new drunk-driving law. The Tainan City Police Department also invited the “Nilan Thai Culture team”(妮藍泰國文化) to represent as the drunk-driving prevention endorser. They tell the public to cherish life, don’t let drunk driving destroy a beautiful life.  

Jenny Hu (許珍妮) and Tseng Ma Lan (曾瑪藍) together founded the “Nilan Thai Culture team”(妮藍泰國文化團隊). They applied for the “New Immigrant Art Experience Experimental Plan”(新住民藝文體驗推廣實驗計畫) launched by the Ministry of Culture (MOC). And the team aims to promote the Thailand culture.              

“Nilan” shares the same pronunciation as eternal in Thai. The Nilan Thai Culture team used the term “Nilan” to show their eternal love towards Taiwan. Jenny also explained that people in Thailand regards splashing water as a symbol of removing bad luck and starting a fresh new year. During the Songkran Festival, they will "present water to their elders" to express respect and apologize for the mistakes they have made. And also hope to receive blessings from the elders.

Jenny also shared that during the annual Songkran Festival, thousands of people would drive long distances back to their hometown to reunite with their family to celebrate the festival together. However, the festival was also called the seven days of danger because according to The Washington Post, the three-day celebration and week-long holiday have morphed, for some, into a pretext for alcohol-fueled street parties. And as so many Thais use the holiday as a chance to drive to home towns across the country, the result is a spike in drunk-driving fatalities in a country that is already second-most deadly, per capita, for road accidents.

The Washington Post then mentions, the Thai police employed a drastic new tactic: sending culprits to work in morgues. Let the drunk drivers see heads smashed in by steering wheels will lead some to raise their hand to be designated drivers next time Songkran rolls around.

In Taiwan, riding bicycles, electric bicycles, and slow-moving vehicles while being drunk will be fined between 600 NTD and 1,200 NTD. And people who refuse to accept the alcohol test will be fined 2,400 NTD.

Drink driving leads to many tragedies. Police officers often conduct road inspections to avoid drunk driving.   

The Police Department suggests the public choose a designated driver service or take a taxi after consuming alcohol, to avoid causing danger to oneself and others. 

Here are the highlights of the 2019 New Drunk Driving Law: 

Alcohol concentration limit for drivers:

Alcohol breath test limit: 0.15mg/L

Blood alcohol concentration limit for drivers (BAC): 0.03% 

 

The punishment for drink-drivers for the first time

People driving a car will be fined between 30,000 and 120,000 NTD.  

People driving a scooter or a motorcycle will be fined between 15,000 and 90,000 NTD.  

The drunk driver will be fined, and the government will keep the vehicle for safety. Moreover, the drunk driver’s license would be suspended for 1-2 years, and they will have to attend a mandatory road safety lecture.  

 

People who committed drunk driving for more than one time (twice in five years)

People driving a car will be fined 120,000 NTD.

People driving a scooter or a motorcycle will be fined 90,000 NTD.

The drunk driver will be fined, and the government will keep the vehicle for safety. Moreover, the drunk driver’s license would be suspended (and they will not be able to receive a licensee in three years), and they will have to attend a mandatory road safety lecture.  

 

If one has committed drunk driving for the third time in five years, they will receive the fine mentioned above and another extra 90,000 NTD (the fine will be unlimited)

若5年內第三次,將會罰前面處罰金額再加九萬元(累計無上限)。

 

People who refuse to take the alcohol test:

People who refuse the alcohol test for the first time: The drunk driver will be fined 180,000NTD, and the government will keep the vehicle for safety. Moreover, the drunk driver’s license would be suspended (and they will not be able to receive a licensee in three years), and they will have to attend a mandatory road safety lecture.   

 

People who refuse the alcohol test over two times

The drunk driver will be fined 180,000NTD plus an extra 180,000NTD (the extra fee add on depending on the times they commit the crime), and the government will keep the vehicle for safety. Moreover, the drunk driver’s license would be suspended (and they will not be able to receive a licensee in three years), and they will have to attend a mandatory road safety lecture.  

 

In addition to the penalties above, if there are special circumstances, there will be more penalties. Most importantly, the new law on drinking and driving in 2019 also adds a " Collective Punishment". If a driver is drunk while driving, the passengers in the same vehicle will also be punished.
