To aid migrant workers in developing their communication abilities, the Department of Labor, Taipei City Government introduced a language course. The TOCFL oral language basic level course was introduced in addition to learning Chinese and Taiwanese. From now through May 19th, the course is free. Migrant workers are welcome to sign up for the course.
The test of Chinese as foreign language and the TOCEL oral speaking basic-level class were introduced for the first time to assist migrant workers in passing the test to obtain certificates and increase their job competitiveness, according to the director of the Department of Labor, Taipei City Government. This was done in response to the "Long-term retention of skilled foreign workers program" and seek for better employment possibilities and provide more resources for migrant workers.

The course will provide physical and online classes now that the pandemic situation has been relaxed, according to the director of Taipei City Foreign and Disabled Labor Office. The course schedule is established on Saturday and Sunday mornings or afternoon session to demands of migrant workers taking care of their families. This is due to the unavailability of substitute manpower for domestic migrant workers or migrant workers' vacation time.

Since there are a limited number of applicants available for the course, priority will be given to migrant workers who work in Taipei City or who are employed by Taipei City employers, as well as those who have just arrived in the country for the first time in the past three years. Employers are encouraged to support migrant workers to seize the opportunities to sign up for the course.
