To promote the Bilingual Nation Policy, the Ministry of Education (MOE) formulated a plan and received approval from Central Epidemic Command Center (CECC), allowing a total of 1,156 foreign teachers to enter Taiwan for the 2021 academic year. Starting from February 15, the second phase of foreign education personnel below the tertiary level entering Taiwan has begun.

MOE stated that to prevent an influx of people returning to Taiwan which might put a strain on the hospitals and quarantine facilities, therefore the entry period of returnees is staggered.

During the period from December 14, 2021, to February 14, 2022, the entry of foreign education personnel employed by schools at all levels was suspended.

At present, the number of travelers entering Taiwan has gradually slowed down after the Chinese New Year, and the K-12 Education Administration, MOE has resumed accepting applications for foreign education personnel employed by schools below senior high schools to serve in Taiwan.

All foreign teachers entering Taiwan must present a negative PCR test within two days prior to their flight and a vaccination certificate of being fully vaccinated. Besides, individuals must arrange a quarantine site in advance, including quarantine hotels and collective quarantine facilities only.

After arriving in Taiwan, individuals must take a PCR test first and travel to quarantine sites through quarantine transportation services. Later, one must serve a 14-day quarantine and 7-day self-health management and take 6 PCR tests or state-financed tests within this period.
