According to The Straits Times, the Central Singapore Community Development Council and Jalan Besar GRC grassroots organizations held the mega market with the intention of lowering these households' cost of living.

The monthly Give and Take market, which debuted in October 2021 and is rotated along Jalan Besar GRC every month, is the source of the mega market, a special edition of that market.

Speaking to media at the event, Kreta Ayer-Kim Seng adviser and Jalan Besar GRC MP Josephine Teo stated that following the 2020 General Election, the constituency's advisers hoped to find a solution to foster care and concern in the neighborhood.
