Nine monthly pass programs were approved in the Taoyuan-Hsinchu-Miaoli living circle, Yilan County, and Hualien County by the Directorate General of Highways, MOTC, after the announcement of the TPASS commuter monthly pass program review. The implementation date is set for October 1. The plans from Chiayi County and New Taipei City also didn't pass the review because they didn't incorporate counties and cities into the living circle and were too skewed toward a small-scale regional model, which didn't meet the criteria for inter-regional and inter-public transportation transfers.

The Taiwan Railway, urban buses, road passenger transportation, public bicycles, Taoyuan MRT, and other modes of transportation are all included in the Taoyuan-Hsinchu-Miaoli living circle monthly pass, which the Directorate General of Highways noted covers four plans in Taoyuan City, Hsinchu County, and Miaoli County.

The monthly pass in Yilan County is divided into NT$2,300 plan; citizens can take the Taiwan Railway, National Highway Bus, Yilan City Bus in Yilan, Taipei, and the MRT, buses, and public bicycles in Taipei City and New Taipei City. The other NT$1,800 plan includes the Taiwan Railway, National Highway Passenger Transport, and Yilan City Bus in Yilan, Taipei. The NT$750 plan in Yilan County can only take the Taiwan Railway and urban buses in Yilan County.

Only the Yilan County monthly pass is now anticipated to go into effect at the end of September, while the other monthly passes are provisionally planned to go into effect in October, but the precise opening time is still pending the local government's declaration.
