A poll rating "the coolest neighborhoods in the world" was released by the well-known British cultural newspaper Time Out. Taipei City's Zhongshan District came in at number 34 among them. It is regarded as a neighborhood that offers a wide variety of cuisine, coexists with colonial artifacts and modern architecture, and tells the history of Taipei.

12,000 individuals were surveyed to create the list of "the coolest neighborhoods in the world," and authors and professionals were invited to contribute. The selection criteria included community, cuisine, entertainment, and culture. Time Out examined Taipei City's Zhongshan District pick and found that it illustrates the interesting history of Taipei. Along the Tamsui River, the region was formerly a commerce hub that has now developed into a busy neighborhood with contemporary architecture.

The Japanese-style architecture of the "Tsai Jui-Yueh Dance Research Institute" and the Baroque-style red brick drum tower of the "Monument Cafe" are examples of the Japanese colonial past that Zhongshan District still preserves in addition to its modern architecture. Zhongshan District is praised by "Time Out" as a wealthy tiny city unto itself, and the author says that this seamless integration allows travelers to study traditional Japanese architecture, Baroque architecture, and contemporary architecture at one time.
