National Immigration Agency of the Ministry of the Interior will grant an Alien Permanent Resident Card (Plum Blossom Card) to applicants who pass the application process and meet the requirements for foreign high-level professional talents in an effort to encourage high-level foreign talents to remain in Taiwan. Mohammad Alkhaleefah (沐海), an assistant professor from Jordan, just received the Plum Blossom Card after passing the qualifying evaluation based on his expertise.

Since completing his PhD degree in 2021, Professor Mohammad Alkhaleefah has been employed as a research assistant professor in the National Taipei University of Technology's Department of Electrical Engineering. The primary area of study is the use of artificial intelligence in the remote control, computer vision, and image processing industries. Additionally, the Institute of Electrical and Electronics Engineers (IEEE GRSS) recognized his PhD thesis as the finest study.
In order to increase the accuracy of cancer detection, Professor Mohammad Alkhaleefah also worked with Cheng Hsin General Hospital to develop the "Artificial Intelligence Applied to Breast Cancer Detection and Mammogram Segmentation" project. The project was not only given the R&D Achievement Award by Cheng Hsin General Hospital, but it was also written about in foreign periodicals. As a result of his outstanding work in academic research, Professor Mohammad Alkhaleefah ultimately passed the senior professional talent qualification examination and was awarded the Plum Blossom Card.

The Plum Blossom Card is given out to those who have made significant contributions to Taiwan, senior professionals, and investment immigrants, according to the director (林財榮) of NIA New Taipei City Service Center. The Plum Blossom Card should be given to Professor Mohammad Alkhaleefah because of his accomplishments in the field of academic research, which are on par with those of high-level professionals required in Taiwan.
