Quintuple stimulus vouchers’ digital binding will start on September 22, and new immigrants are eligible to receive the vouchers if they meet these conditions

According to the "4wayvoice" report, COVID-19 has invaded the world. In addition to concerns about life and safety, long-term strict anti-epidemic policies have hit the people's livelihood and the economy. The Executive Yuan (EY, 行政院) issued triple stimulus vouchers last year, and again plans to launch quintuple stimulus vouchers in October to revitalize the economy. Many people are looking forward to it. However, recently there has been another outbreak of local cluster infections in Taipei City and New Taipei City, and all people are concerned about whether the quintuple stimulus vouchers will be launched as scheduled. On September 22, the Ministry of Economic Affairs (MOEA, 經濟部) will launch the digitization of the quintuple stimulus vouchers, sorting out how foreigners can get the coupons for everyone to quickly understand.

• the 4 types of status are eligible to receive quintuple stimulus vouchers:

1. Republic of China national of any age
2. Born before April 30, 2022
3. "Foreign spouses" with the right to residency
4. Foreigners with a "permanent residence certificate"

Therefore, foreign spouses and new immigrants with permanent residence permits are eligible to receive the quintuple stimulus vouchers. It is reported that about 13,000 foreigners, including those holding "valid permanent residence permits" and "official diplomatic certificates," have the right to use the stimulus coupons.

At present, the plan is 10 coupons per set, with denominations of 1,000, 500, and 200. Like the triple vouchers of last year, they will be printed by the Central Engraving and Printing Plant (中央印製廠) and will also have anti-counterfeiting features and the public can have peace of mind.

The stimulus vouchers can be used in the industries most affected by the epidemic, such as restaurants, department stores, retail, night markets, arts and culture industry, and can also be used to pay tuition and miscellaneous school fees. The vouchers cannot be used to pay taxes or fines. The scope of use is the same as last year’s triple stimulus vouchers, but some foreign and local Taiwan online companies are excluded.

The MOEA pointed out that the vouchers can be digitally bound using the webpage or app of the digital payment provider. It should be noted that once the binding vehicle is selected, it cannot be changed, including changing back to paper coupons, or changing to other payment devices. Joint binding can be done through the official website of the quintuple vouchers or with the multi-function machine at convenience stores, and the National Health Insurance card is needed for identity verification.  Individual binding starts on September 22 and ends on April 30, 2022. Personal digital coupons are bound on the webpage or APP of the digital payment company. Joint binding must be carried out on the official website of the quintuple stimulus vouchers or on the multi-function machines at the convenience stores and their identity must be authenticated.
