The recent opening of the Sanmin Creek water region at Shih-men Reservoir in Taoyuan City to group applications for water sports has generated criticism. Ferry and yacht operators at Shimen Reservoir claim that because the lake is frequented by so many visitors on weekends, manufacturers hired by the Department of Sports inadvertently find themselves in the tourists' path, which endangering them. To improve user safety, it is hoped that the government would swiftly ascertain the extent of water sports waters.
The Department of Sports in Taoyuan has been tasked by the Northern Region Water Resources Branch, Water Resources Agency, and Ministry of Economic Affairs with overseeing the application of water sports groups because to the recent surge in popularity of these activities. But because the Department of Sports outsourced its management to manufacturers, ferry operators have been greatly inconvenienced by the lack of clarification over the extent of the working water area after the Sanmin River water area was opened.

According to the Department of Sports, the manufacturer that was outsourced carried out studies along the water route and submitted an application to the Water Resources Agency to get authorization to open the water channel in compliance with the legislation. In order to guarantee the security of water sports organizations utilizing the water area, the Water Resources Agency further stated that it will talk with the Department of Sports on the extent and safety of the application water area.
