The Lunar New Year is around the corner. The Mainland Affairs Council recently reported to the Executive Yuan the "Traffic Project for the Public in the Kinmen and Matsu Area during the Spring Festival". The implementation time is based on the two weeks before and after the Spring Festival, which is from January 7th to February 6th, 2023, and will be conducted by project application.

It has been more than two and a half years since The Mini Three-Link Transportation between Kinmen and Xiamen was suspended in February 2020 due to the pandemic. With the opening of the border, and upcoming Lunar New Year, The MAC recently reported on the "Travel Project for People in the Kinmen and Matsu Area during the Spring Festival" at a meeting of the Executive Yuan. After the meeting, the Executive Yuan announced the resumption of The Mini Three-Link Transportation. The objects of the first batch opening will mainly be “Kinmen citizens, spouse from Mainland and Mainland Chinese students at National Quemoy University.”

The following are implementation steps and operation methods: 

1. Implementation time: two weeks before and after the Spring Festival (January 7th , 2023 to February 6th , 2023).

2. Ship application: Apply for a ship from the Maritime and Port Bureau, MOTC according to the purpose of the project. Kinmen has at most one ship a day, and Matsu has at most two ships a week.

3. Passengers: Kinmen citizens, spouse from Mainland and Mainland Chinese students at National Quemoy University, etc., and the local government of Kinmen is responsible for compiling and controlling.

4. Anti-quarantine measures at the border: refer to air transportation and be supervised by the Ministry of Health and Welfare.

5. Review mechanism: In the future, depending on the operation of this project and the changes in the pandemic and other related situations, a rolling review will be conducted on the subsequent "Mini Three-Link Transportation" passenger transportation arrangements.

In addition, the application time for this project will start from December 25th, and a "Mini Three-Link Transportation Resumption Project Office" will be set up in the conference room of the Kinmen County Government Hall to accept the registration of the willingness to go back and forth from Kinmen folks and spouse from Mainland. There are three methods provided: on-site, telephone and online. From December 26th to 28th, registration is open from 9:00 am to 12:00 pm and from 2:00 pm to 5:00 pm.
