Education Bureau of New Taipei City said that the change of names holds three meanings. The first meaning is “practicality”. The establishment of the "New Immigrants Cultural and Educational Support Section (新住民文教輔導科)" since 10 years ago has combined inter-agency efforts to build foundations for life support and education & culture promotion.
The second meaning is “Significance”. To provide a better living environment for migrant workers, new immigrants and their children, a 2030 policy that aims to ‘Live happily, Work happily and Learn happily’ was introduced.
The third meaning is the “city competition”. Besides promoting new immigrants’ language courses from elementary school to senior high school, New Taipei City has added new immigrants learning center to focus on the education of their children.

Zhang Ming Wen (張明文), the chief education officer, stated that the Education Bureau strives to take care of education for different ethnic groups, develop multicultural education, and promote international education courses. It is hoped that children in New Taipei City are able to shine on the international stage confidently by demonstrating their proficiency in languages.
