To consolidate the Health Safety Nets in Taiwan, Central Epidemic Command Center (CECC) has formulated the “Carefree Covid-19 Vaccination Program” that encourages foreign nationals, including undocumented migrant workers and overstayers to receive free vaccination.
The National Immigration Agency (NIA), together with the Ministry of Health and Welfare and the Ministry of Labor, will implement relevant supporting measures. The project adopts “won’t be reported”, “won’t be seized”, “won’t be charged for any fee”, “won’t be banned” and the tabulation of names are assisted by various associations, & civil society organizations. Till December 9, more than 3,000 foreign nationals (including undocumented migrant workers, overstayers) have completed the vaccinations.

Zhong Jing Kun (鐘景琨), the Director of the National Immigration Agency, MOI emphasized that the medical institution will not make a report to law enforcement agencies. The public security organizations will not conduct inspections nearby the vaccination sites, and even before the vaccination, the subjects do not need to voluntarily surrender themselves to the NIA.
The basic information required for registering vaccinations is for the issuance of the vaccination record (yellow card), which will not be used as the basis for investigation in the future. Director Zhong further appealed to the public, especially employers, to help inform the project information proactively to the subjects and encourage them to come forward and get vaccinated with peace of mind.
