To realize the goal of The Bilingual Nation 2030 policy, the Bureau of Education, Tainan City Government took the lead in establishing the "Bilingual and English Education Resource Center" (As known as Bilingual Education Center) in Taiwan. The opening ceremony was held on October 29 at Tainan Municipal Simen Experimental Elementary School.
Mayor of Tainan City - Huang Wei-Che (黃偉哲) presided over the event and conducted quizzes in English with students, showing the interesting way of learning and incorporating life into the bilingual teaching.

Mayor Huang said that "Even if resources are limited, Tainan City has unlimited ambitions." Tainan government has invested a lot of resources and made efforts in education. It is hoped that through the establishment of a Bilingual Education Center, it will expand the coverage of bilingual education, building an English-speaking, Mandarin-speaking and Taiwanese-speaking environment in the future.

Types of bilingual schools in Tainan City are classified into 3 categories A, B, and C.
Each category has a different percentage of the number of bilingual teaching sessions per week. Category A has at least 1/3 of classes are bilingual classes, while that of category B is 1/6 and category C is 1/9.
Through the integration of professional manpower and resources, the categories C, B and A will be introduced to schools systematically and even achieve the goal of the whole bilingual education.
It is estimated that by 2024, more than half of schools in Tainan will become bilingual schools with Category B and above. There will also be more than 60 foreign teachers to assist schools in promoting bilingual teaching through the resource-sharing mode of operation.
