According to the 4wayvoice, there are many foreign students, migrant workers, and new immigrants in Taiwan who are indispensable human resources for the growth and progress of Taiwan’s society. For example, National Sun Yat-sen University (國立中山大學) has nurtured many English teaching assistants who are foreign students. This group of people has entered primary and junior high schools and helped create an all-English environment.
In the first year, a 4-hour, 12-week English teaching course will be provided in 15 primary and junior high schools in Kaohsiung to create an English-speaking environment on campus and thus students would have more opportunities to communicate in English.

In accordance with “The Bilingual Nation 2030 policy”, National Sun Yat-sen University established the ELTA Education Resource Center (Southern District) to handle the “English Language Teaching Assistant (ELTA) Program”. The program combines Southern District Bilingual Education Regional Resource Center and Fulbright Taiwan Academic Exchange Foundation to provide an all-English teaching course and nurture more foreign teaching assistants.

The program aims to recruit foreign exchange students in Taiwan, Chinese language scholarship recipients from the Ministry of Education, or students holding an international degree.
To ensure the teaching quality, teaching assistants must complete the 14-hour online course and the 4-hour face-to-face teaching sessions to have an in-depth study of professional knowledge.
