According to the Ministry of Finance, R.O.C., the distribution for Taiwan’s NT$6,000 tax surplus payment will launch at 8:00 am on March 22, the general public may visit the official website of Taiwan’s NT$6,000 Universal Cash for All(全民共享普發現金) to begin the "registration for deposit" pre-registration. Foreigners who have achieved permanent status and regularly pay taxes are also entitled to receive it, therefore it is not just available to Taiwanese nationals.

Foreigners who have obtained an Alien Permanent Resident Certificate (APRC), personnel from government agencies at all levels stationed abroad and their dependents with Taiwan citizenship, foreign spouses of Taiwan nationals from China, Hong Kong, Macau, and other countries, including foreign spouses with an Alien Resident Certificate (ARC), among other groups, have the same normal tax payment as Taiwanese people, so they meet the eligibility requirements.
Those born in Taiwan before the end of 2023 who have a birth certificate from the Republic of China (Taiwan) and whose biological father or mother is qualified to receive the universal cash payment will be included in the eligibility for the universal cash payment in order to enable more expectant families to share the benefits of economic development with their children.

There are five planned distribution methods, namely "registration for deposit", "cash collection at ATM", "cash collection at post office", "direct deposit" and "Household Certificate registration", which are convenient for the public to receive the universal cash.
People who get government subsidies or different annuity allocations won't need to register since the universal cash will be deposited in their accounts right away. The number of the end of the ID card or residence card number will be used for registration via the online system from March 22 to March 26 to avoid overload of the Internet.
Regular individuals can also use an ATM card and their ID card information to withdraw money from a physical ATM of a designated financial institution. Any Taiwanese post office will accept a health insurance card, national ID card, or residence card as proof of residency. The supporting papers' original copies will be gathered.
For nationals in Shizi Township, Pingtung County, Wanrong Township, Hualien County, Jinfeng Township, Taitung County, or remote rural areas, they can register online or go to the local police station to register with household certificate.
