Since 2018, Taiwan has issued 1,260 employment gold cards, of which 288 were issued from San Francisco, ranking first.

The employment gold card issued by Taiwan has the functions of four certificates in one, namely, work permit, visa, residence permit and re-entry permit. Gold card holders can join the national health insurance when they enter Taiwan, and at the same time, they can also enjoy a special offer for their parents to visit them in Taiwan for one year. Gold card holders are allowed to freely look for employment at any time, find legal part-time jobs and can freely change jobs. The residence visa is a long-term visa, which allows cardholders to stay in Taiwan for more than 180 days. The alien residence certificate is a resident ID card used by foreigners who are not citizens of the Republic of China and is also used by nationals without household registration for legal long-term residence in Taiwan. The re-entry permit allows unlimited entry and exit to and from Taiwan even during the COVID-19 period.

In addition, the validity period of the employment gold card is from 1 to 3 years, depending on the applicant's needs, and they can reapply before the expiration date of the card. All application procedures can be completed online on their own, without the need for external consultants, private institutions, or companies to do it on their behalf. Applicants must have "specific qualifications for foreign professionals". Those who meet specific qualifications and have special expertise can choose from one of the eight fields of professional skills to apply. The qualifications are determined by the relevant department heads and applicants are not required to be in Taiwan first to find a job.
