According to the Taipei City Government (TCG), the entrance to all markets, supermarkets and public retail markets within the city will be determined by the last digit of the ID card, ARC or passport, in order for the officials to be on top of the size of the crowd. This measure will last as long as the Level 3 alert of the pandemic.

Those whose ID ends with an odd number will be allowed their entrance on Mondays, Wednesdays, Fridays, and Sundays. For ID with an even, last digit, including the number 0, its holders enter the markets on Tuesdays, Thursdays, and Saturdays. On weekdays, this restriction is not enforced but recommended. However, the IDs will be inspected on weekends.

According to the Department of Economic Development (DOED, 臺北市政府產業發展局), the SMS Contact Tracing System can also be conducted on the APP TaipeiPASS which also saves the trouble for the citizens to carry ID cards with them. Once verified by salesclerks, those with the APP enjoy a shopping experience under the pandemic with much efficiency.

According to TCG, shopper-violators of the ID regulation face a fine of between NT$3,000 and NT$15,000. Uncooperative shop owners can expect to be fined between NT$6,000 and NT$30,000, ordered to suspend business for up to three days, in accordance with the Communicable Diseases Prevention and Control Act.
