Education Department, New Taipei City Government signed a MOU with Rotary International to create a platform for international exchange students and promote a one-year study abroad exchange program for students without dropping out; in 2022, a total of 22 exchange students from 10 countries including the United States and Denmark etc., exchanged to 12 high schools in New Taipei City. The city government also launched "International Study Tour Service Experience Coupons", which allow local students to accompany foreign students to provide services in rural areas and explore Taiwan in depth.

The New Taipei City Government has signed an MOU with Rotary International since 2019. More than 250 elite technical students have been recommended and sent abroad for industry visits and internships so far and over 6,800 students have participated in on-site and online art and cultural exchanges, sports events, educational tour, and English camps.

The Education Department indicated that the city government gave international exchange students 4 gifts on the first meeting, including a 72-hour Chinese course, a New Taipei international study tour service experience coupon, a customized study tour package, and international study partners to study together.

According to Chang, Ming-Wen(張明文), chief education officer, 150 to 200 international exchange students were recommended fand sent or cross-border study each year. In the future, he will renew the MOU with Rotary International and the Taiwan Rotary Youth Exchange Multidistrict Program (TRYEMP) and continue to promote the school to have international exchange students. Through public-private collaboration, it is expected to boost the integration between exchange student and students from New Taipei City.
