All colleges and universities in Taiwan will start school in September. However, due to the continuous implementation of "strict border control" due to the epidemic, foreign teachers that are newly hired by universities will still not be able to enter Taiwan. The Ministry of Education (MOE, 教育部) recently informed universities, that starting from August 17, 4 categories of applicants who have been teaching or serving in the first semester of the 2021 academic year will be allowed to apply for special case entry, including "Yushan Scholars", "Columbus, Einstein Scholars Program" , "Scholars participating in the promotion of bilingual education and bilingual policies for higher education", "Hiring of foreign teachers and researchers by universities".

The MOE stated that from August 17, 4 types of foreign teaching and research personnel including Yushan scholars will be allowed special entry, and each school is required to assign special personnel to assist, including to help arrange transportation for epidemic prevention hotels, hospital screening and testing, and quarantine matters, etc. It is recommended to use centralized quarantine centers. Upon arrival in Taiwan, foreign scholars must complete a 14-day quarantine and undergo screening, and they will need another 7 days of personal health management before they can enter the schools.

In addition, the MOE said that regarding "overseas students", the special project was submitted to the Central Epidemic Command Center (CECC, 中央流行疫情指揮中心) on August 12, and they are waiting for the announcement after the review. Quarantine regulations for foreign students and for teaching and research personnel are similar. They must also complete 14 days of home quarantine and then undergo 7 days of personal health management before they can enter the schools.
