The quintuple stimulus vouchers are here. In addition to being available to Taiwan citizens, foreign nationals with valid residence permits, foreign spouses from mainland China, Hong Kong and Macau, and foreigners with alien permanent residence permits can all receive quintuple stimulus vouchers! The National Immigration Agency (NIA, 移民署) stated that this time around, 140,000 new immigrants and 16,000 permanent residents are eligible to receive the quintuple stimulus vouchers, to work together and revitalize the domestic economy.

The NIA further stated that the quintuple stimulus vouchers can be used for mobile payments, electronic tickets, credit card digital binding, or to claim paper coupons. It can be bound digitally starting from September 22, 2021, and the paper coupons can be booked starting from September 25. The paper vouchers can be used starting from October 8, and the digital coupons can start accumulating consumption on the same day. The deadline for claiming and using the vouchers is on April 30, 2022. Because of the digital binding, the health insurance card is needed to verify the identity. New immigrants who do not have their health insurance card yet, can directly claim the paper stimulus vouchers at the post office using their residence permit. In addition, if the system fails to recognize the foreign spouses of Taiwanese nationals, who reside in Taiwan for other reasons such as work, investment or holding employment gold cards as "new immigrants", they can call the local immigration service station. With the assistance of the service station, the identity of the spouse of the Taiwanese national can be verified in the system, after confirmation, they can immediately book or claim the quintuple stimulus vouchers. For the foreign spouses of Taiwanese who already registered during the previous 2020 triple stimulus voucher period, there is no need to apply again this time.

The NIA urges new immigrants and foreigners who are permanently residing in Taiwan to claim and spend the vouchers to help revitalize the domestic economy. If new immigrants and foreigners have questions about receiving the quintuple stimulus vouchers, they can call the service hotline 0800-024-111 (24 hours) which provides services in 7 languages (Chinese, English, Japanese, Vietnamese, Indonesian, Thai, and Cambodian), or call the Ministry of Economic Affairs (MOEA, 經濟部) special hotline 1988, the Internal Affairs (內政) Service Hotline 1996 and other consultation hotlines.
