The New Taipei City Government's Labor Affairs Department visited foreign fishermen at Aodi Fishing Port and provided them items to keep them warm. Furthermore, the New Taipei City Government's Labor Affairs Department organizes charitable haircuts, massages, and other events for overseas fisherman.

Since 2013, on the eve of the Spring Festival, staff members have been sent to provide care to the five main fishing associations in New Taipei City, namely Jinshan, Wanli, Ruifang, Tamsui, and Gongliao, according to the director (陳瑞嘉) of the Labor Affairs Department, New Taipei City Government. In prior years, when the cold-proof supplies were provided, winter had already come. This year, the department distributed them sooner so that fisherman could receive brand new supplies as soon as possible.

The Aodi Fishing Port is the first stop on the care visit, according to the Labor Affairs Department of the New Taipei City Government. The Jinshan Fishermen's Association will be the next stop on November 23, followed by the Wanli District Fishermen's Association in the morning on November 30, and the Ruifang District Fishermen's Association on December 1. In order to encourage foreign fishermen to attend the event, the department hopes that employers and agents would assist spread the word about it.
