Since its inception in 2000, the "HO-HAI-YAN Gongliao Rock Festival" (寮國際海洋音樂) has established itself as a popular spot for numerous original music. This year, however, it had difficulties including a brief suspension, a resume announcement, and a postponement due to a typhoon. The previously planned dates of August 4-6 have been moved to September 15–17 due to various factors.

In May of this year, the New Taipei City Government's Tourism and Travel Department abruptly and hastily stated that the "HO-HAI-YAN Gongliao Rock Festival" would be indefinitely suspended which infuriated the public. However, the department then announced that it will resume.

Unfortunately, due to the typhoon that hit during the summer vacation, the 2023 HO-HAI-YAN Gongliao Rock Festival, which was originally planned to be held in Fulung Beach from August 4 to 6, had to be postponed due to safety concerns. Instead, the festival will now take place from September 15 to 17.
