A Filipino migrant worker who had been employed in Changhua as a manufacturing technician and who had been acting unlawfully as the group's head was apprehended by the NIA Taichung Specialized Operation Brigades and prosecuted for his involvement in gambling-related offenses and breaking The Banking Act of The Republic of China.

According to the NIA Specialized Operation Brigades, when they searched the suspected Filipino migrant workers' dorms, they discovered gambling-related account books and a sizable sum of cash in the cabinet. The confessed suspect said that owing to the drop in pay brought on by the epidemic, he went to the Internet to find other fellows to join him in an illegal gambling activity. He utilized the lottery's unique numbers as a bet.

The Specialized Operation Brigades also discovered that the suspect was involved in an unlawful exchange, whereby he claimed to be able to transmit money to migrant workers' hometowns in return for them and then gain illicit advantages from it. NIA said that despite the suspected Filipino migrant worker having a lawful work permit but engaging in illicit gambling and currency exchange, he was nevertheless charged for violating the law and engaging in illegal gaming.
