Recent approval of a plan to encourage international students to visit and stays in Taiwan comes from the Executive Yuan Council. Ten overseas bases will be established in "European and American countries" and "New Southbound Countries" over the course of the next five years with an investment of NT$5.2 billion. These bases will provide Mandarin language preparation classes, international cooperation and exchanges, and new special class enrollment, as well as simplify residence and permanent residence. By 2030, it is hoped that more than 210,000 inhabitants would still be in residence thanks to initiatives like loosening housing regulations.

According to the Ministry of Education, the plan calls for the building of seven abroad sites in 2024, prioritizing New Southbound Countries including Vietnam, Indonesia, and the Philippines, and the completion of all ten foreign bases in 2025. Since then, Taiwan's academic institutions and businesses have collaborated to promote fresh, specialized courses and increase enrolment from abroad. Outstanding international students in STEM (Science, Technology, Engineering, Mathematics) fields come to Taiwan to study and work there thanks to "industry-university scholarships" offered by the National Development Fund and "living internship subsidies" offered by businesses.
According to the Ministry of Education, between 40% and 50% of international students used to attend school in Taiwan. This time, by easing the constraints on residency and permanent residence, it will succeed in enticing exceptional foreign students to study and work in Taiwan and will enhance recruitment. The retention rate is predicted to be 70% based on the number of employees.
