“2023 TALENT, in Taiwan” (台灣人才永續行動論壇) organized by "CommonWealth Learning" and "Cheers," invites the Vice Premier (鄭文燦) of the Executive Yuan, as well as up to 50 travel agencies, China Airlines, banks, etc. The "Act for the Recruitment and Employment of Foreign Professionals" and the “Long-term retention of skilled foreign workers program” have been actively promoted by well-known businesses in order to help qualified foreign students and migrant workers in Taiwan fill the talent gap and become middle-level technical workers.

Taiwan has issued over 7,000 "Taiwan Employment Gold Cards" between 2018 and February 2023. In Taiwan, there are about 50,000 foreign experts working in the financial, educational, artistic, and semiconductor industries. With a goal of retaining migrant workers' skills for a very long period, the Taiwanese government has also formed the "InvesTaiwan" (投資台灣事務所) to offer services including investment promotion and assessment. Workers from abroad who have six years of work experience in Taiwan and specific qualifications may apply. More than 4,000 senior migrant workers are now transferring, and they are mid-level technicians.

The Vice Premier (鄭文燦) of the Executive Yuan stated that in order to compete with the growing number of foreign corporations, Taiwan's industry has to draw in a wider range of talent. Migrant workers with advanced talents have departed Taiwan due to working years restrictions imposed by Taiwan's previous laws and regulations. The government has requested study to lower the bar for hiring immigrants in order to address the issue of a shortage of jobs in the hotel and agricultural sectors. Additionally, it has budgeted specifically for the distribution of incentives to extra hotel service staff. The subsidy incentive is NT$ 5,000 per person per month, up to a year, assuming the qualifications and wage requirements of newly hired workers comply with the rules.

More than 13,000 overseas Chinese students completed the plan in Taiwan, some of them are working as professional and technical workers in the electronics industry and the auto manufacturing sector. Future expansion and project handling will continue in order to increase the flexibility of personnel utilization. awaiting the addition of new talent to Taiwan's industry.
