The Executive Yuan approved the "Kinmen Matsu District People's Spring Festival Traffic Project". The implementation period is two weeks before and after the Spring Festival (January 7th to February 6th). Passengers are limited to public in the Kinmen Matsu area, spouses from Mainland and approved personnel. Local government of Kinmen and Matsu are responsible for compiling and controlling.

The R.O.C (Taiwan) Exit and Entry Permits held by nationals in the Kinmen, Matsu, Penghu area, also known as the "Kinma Permit", have mostly expired. If you hold a valid R.O.C passport, you do not need to apply for the R.O.C (Taiwan) Exit and Entry Permits to take the "Mini Three-Link Transportation" passenger ship leaves the Taiwan mainland area.

Notification for The R.O.C (Taiwan) Exit and Entry Permits Application

1, Applicants should comply with the requirements of having registered in Kinmen, Matsu, and Penghu for at least 6 months.

2, The R.O.C (Taiwan) Exit and Entry Permits application form

3, One new photo taken within 2 years (same as national ID card).

4, The original and photocopy of the ID card (the original will be returned after verification, and the photocopy should be attached to the application form). Those under the age of 14 who have not received their ID card should attach a photocopy of the household certificate and other documents to apply at the counter.

It takes 5 working days to apply for The R.O.C (Taiwan) Exit and Entry Permits. Please go to the counter at the service center on working days. For people live in remote areas and those who are inconvenient to apply at the center in person, the Kinmen County Service Station arranges monthly mobile services. People can go to the township offices to handle the delivery (pickup) service at the specified time. Call(082)323-695 for more information about mobile services.

The epidemic is still at its peak, anti-epidemic and self-protection measures are still required to passengers entering the country on special ships for the Spring Festival. In addition, to prevent African swine fever, passengers going to the mainland China should avoid visiting livestock farms. Carrying or importing meat products from overseas will result in a fine of up to NT$1 million in violation of the regulations.
