Transportation Security Administration (TSA) of the U.S. Department of Homeland Security and the Ministry of Transportation and Communications recently met to discuss the "exemption from security checks" for US-bound flights to Taiwan and transit passengers in an effort to increase the operational effectiveness of Taoyuan International Airport and promote One Stop Security of MOTC.

The Convention on International Civil Aviation's No. 17 Annex and the ICAO Aviation Security Manual serve as the basic foundation for One Stop Security. If the aviation security measures in the country of departure are higher than or equal to those in the country of transit, passengers from that country may be exempt from the security check of "persons, carry-on luggage, and checked luggage" as long as both parties have reviewed the written information and verified the outcomes in person.

According to figures from 2019 before to the pandemic, the number of transit travelers from the United States to Taiwan accounted for 25% of all transit travelers, the biggest share for any country, and it has increased to about 30% this year, Taoyuan International Airport Corporation made this statement. Therefore, after the one- top security system is introduced in the future, in addition to streamlining the transfer route and cutting down on the time required for repeated security checks of transfer passengers, it may also lengthen the time transfer passengers spend in commercial areas, encourage international travelers to visit Taiwan, and lower the number of aviation police officers needed.

According to Taoyuan International Airport Corporation, appropriate preparations have been taken, including the addition of hardware access control equipment and collaboration with aviation police bureaus and airlines to develop separate diversion lines. Passengers will find it easier to travel in Taiwan once the one stop security procedures are in place.
