The "Act for Implementation of J.Y. Interpretation No. 748" was approved by the Legislative Yuan on the third reading in order to protect the ability of same-sex marital couples to adopt children jointly. Previously, same-sex couples were prohibited from adopting unrelated children together under the same-sex marriage statute. As a result, same-sex couples who desired to adopt children were required to go through a divorce prior to one of them doing so. Now, they are no longer forced to make the difficult decision between spouse and children.

Taiwan announced in 2019 that same-sex marriage is now a public institution in Taiwan. As a result, international registration is also possible for same-sex marriage registration. It doesn't matter if the spouse's nation accepts same-sex unions; as long as the union is registered in Taiwan, it can be considered legally binding. There were still no solutions to the consanguineous adoption problem.

Taiwan LGBT Family Rights Advocacy’s secretary-general noted that every year, they receive at least 200 questions concerning adoption and birthing. Many same-sex couples can now build families without waiting for formal processes, when they previously could only adopt as singles.

Even if they are not blood relatives, same-sex couples can adopt thanks to the enactment of the amendment. Many couples are moved and believe Taiwan is making progress toward marital equality. Children may now happily embrace since they are no longer legally required to have single parents.
