New Taipei City has a population of more than 110,000 new immigrants, ranking first in the country. To provide a better living environment for migrant workers, new immigrants and their children, a policy that aims to “Live happily, Work happily and Learn happily” was introduced.

The mayor of New Taipei City, Hou You Yi, launched the policy with “10-Year Vision for new immigrants” activities. He announced that there will be more than a hundred government-industry-university-citizen units that promote cross-agency, cross-field, and cross-international cooperation.

Regarding the three major aims, “Learn happily” is to provide new immigrants with free online courses, physical lifelong learning courses, channels for entering extension schools and universities. Besides, new immigrants’ language courses cover from elementary school to high school, and the courses also bridge to the industry-university courses offered to the children of new immigrants.

“Work happily” is to provide vocational training and priority classes for license counseling for new residents in employment and entrepreneurship. It also provides low-profit loans, and promotes the nation’s first "Migrant Workers’ Psychological Consultation Funding Subsidy". Furthermore, a bilingual interpreter will accompany migrant workers during the consultations.

In addition, the businesses that offer migrant workers equal promotion & learning opportunities and a clear award system will be given rewards.

Lastly, “Live happily” focuses on the physical & mental health, education, and dedication to public domain issues of new immigrants. This year, 3 new immigrants learning centers will be established, and care service stations will be also set up in each district to help new immigrants form associations and encourage public participation.
