The draft of the "Minimum Insurance Amount of Passenger Liability Insurance for Taxi Passenger Transport Industry" (計程車客運業投保旅客責任保險最低投保金額) was made public by the Ministry of Transportation and Communications (MOTC) to enforce the interests of those who use cabs. Each cab must be covered by more than 1.5 million NTD in passenger liability insurance as of June 15, 2023. If one doesn’t apply for the insurance in accordance with the rules, one might be subject to a fine ranging from NT$ 3,000 to NT$30,000.

In Taiwan, there are around 90,000 taxis, and more than half of the taxi drivers have joined the fleet, according to the MOTC. The taxis that join the fleet will be covered by passenger liability insurance, so there is no need to re-insure; nevertheless, there are still roughly 45,000 taxis that are not insured yet.

In Taiwan, passenger liability insurance is required for all forms of public transportation, including passenger transport, MRT, Taiwan Railway, and Taiwan high-speed rail, but taxi operators are only required to have insurance when they join the fleet, and there is no way to know whether the vehicles that have not joined the fleet are insured. As a result, under the new rule, every taxi must have passenger liability insurance; otherwise, it will be in violation of the Highway Act and subject to a punishment of between 3,000 and 30,000 NTD.

The MOTC also made the point that a driver does not need to re-insure if they have previously joined the fleet and are currently covered by insurance.
