Attention new immigrants! Seven new regulations will be implemented in October

According to a report by “4wayvoice”, Taiwan has seven new regulations to be implemented in October, all of which are related to transportation and people's livelihood. New immigrants may be fined if they violate them. For example, from October onwards, for buffet and bento shops that provide dine-in service and use paper tableware to serve meals, they must provide paper tableware recycling facilities with stacking function in the store. Otherwise, a fine of up to a maximum of NT$300,000 will be imposed. Many new immigrants open restaurants and bento shops, and they may accidentally violate the regulations. The other six are the ban on using food waste on small-scale pig farms, increased fines for vehicle loading violations, use of "sound sensors and photography" banning motor vehicle noise, Taipei City and New Taipei City allows the use of children's play equipment in parks, electronic payment institutions for money transfers, and publicly funded flu vaccines. Seven new regulations are summarized here for new immigrants to take note of.

. New immigrants who opened restaurants: recycling facilities for paper tableware for dine-in

After new immigrants settle in Taiwan, some of them will open bento shops or restaurants. The new regulations stipulate that if buffets and bento shops will allow dine-in starting from October, and if they use paper tableware to serve meals, then they must set up a paper tableware recycling facility with stacking function. If they do not provide recycling equipment, a fine of up to NT$300,000 may be imposed.

. New immigrants with small-scale pig farms: food waste is banned in small-scale pig farms

To prevent African swine fever, small pig farms with less than 199 pigs (inclusive) will be prohibited from using kitchen waste, animal waste, and livestock and poultry slaughter leftovers as feeds starting in October. Violators shall comply with the Statute for Prevention and Control of Infectious Animal Diseases and the Feed Control Act. The fine for first time violation is NT$80,000, and NT$400,000 for the second violation.

. New immigrants who modify their vehicles and motorcycles: use of "sound sensors and photography" to ban noisy vehicles and motorcycles

If there are new immigrants who have modified vehicles or motorcycles, they should pay attention to the Environmental Protection Administration’s (EPA, 環保署) amendments to the "Measures for Noise Control of Motor Vehicles". The use of sound sensors and license plate recognition will be implemented in October. Violators will be fined from NT$1800 to NT$3600.

. New immigrants or foreign spouses: Taipei City and New Taipei City allow the use of children’s playground equipment in parks

New immigrants or foreign spouses who bring their children to the parks should pay attention to the real-name system. Taipei City and New Taipei City announced that the children’s playground and playground equipment in the park will be open for use from October 1st. The public must implement the real-name system, always wear masks, and keep a safe social distance of at least one meter.

. All new immigrants: Increased fines for vehicle loading violations

To avoid major fatal traffic accidents caused by vehicle loading violations, the maximum fine will be increased from NT$9,000 to NT$18,000 for violations such as overloading, excess height or excess width and other loading violations starting in October.

. All new immigrants: Electronic payment institutions for money transfers

Taiwan’s current 8 electronic payment companies, including EasyPay (youyou card), Line Pay Money (all-in-one card), icash Pay (love gold card), O’Pay, Gama Pay, ezPay, interpay, JKOPAY, have joined electronic payment cross-companies sharing platform, with mutual money transfer function. The bills payment and tax payment functions are expected to be launched in the fourth quarter of 2021.

. All new immigrants: publicly funded flu vaccine

11 ethnic groups will be given priority for vaccination in the first phase starting from October 1st, including: medical, health and epidemic prevention personnel, the elderly over 65 years old, the care recipients and the staff of institutions such as nursing care and long-term care (service), children over 6 months old to pre-elementary school age, pregnant women, high-risk chronic patients with underlying diseases, people with body mass index BMI ≥ 30, patients with rare diseases and major injuries, elementary to high school (vocational) / first year to third year students of 5 year technical colleges, parents with babies 6 months old and below, staff and professionals in kindergartens and nurseries, and personnel in the livestock and in animal epidemic prevention industries.
