Perpetrators offer overseas Filipino workers (OFWs) with expiring contracts to work in other Middle Eastern countries, according to BI Commissioner Norman Tansingco. After that, they would leave using the contracts.

According to a statement he made, the goal of this tactic is to deceive immigration officers in the Philippines into believing that the victims, who do possess legitimate work permits for the countries in which they had previously worked, genuinely intend to work elsewhere.

The two passengers were apprehended on November 1. According to the BI, who cited their Immigration Protection and Border Enforcement Section (I-PROBES), the paperwork they had with them indicated that they intended to return to their previous employers in Saudi Arabia.

The BI stated that they would have liked to test their luck in Dubai, where they were recommended to or met recruiters online, rather than going back to their previous workplaces.

A repatriated OFW from Iraq explained to I-PROBES how she may leave as a returning worker to Dubai during an interaction that occurred last October 31. The woman used a legal foreign job certificate to exit the country, even though she had no intention of going back to her old employer.
