The Kinmen County Government successfully promotes bilingual education on the campuses of junior high schools and elementary schools by putting the 2030 Bilingual Policy into practice. At the end of the previous school year, festivals and English lessons were combined in order to highlight student proficiency in foreign languages as well as teacher training accomplishments.

In Kinmen, foreign English teachers have been fully introduced since the 2013–2014 academic year. 24 of them have been stationed thus far to assist with instruction. Students in elementary and junior high schools can accept multilingual instruction. Many students from the outer islands also have the foundation for developing an international outlook thanks to the teaching environment that is being progressively enhanced. One significant outcome has been the reduction of the learning gap between urban and rural communities.

The Kinmen County Government finalized that beginning in October 2022, elementary school students in the county will take the TOEFL Primary test annually starting in fifth grade by signing a cooperation agreement with Chun Shin Limited, the general agent of TOEFL Primary in Taiwan. A learning achievement database will be established as a result of the collaboration, and accurate learning diagnoses will be provided as a guide and indicator for teaching correction and adjustment. Promote bilingual education even more vigorously and foster students' global mobility.
