According to Palace halts granting of career executive rank to NDCP grads (inquirer.net), for graduates of the National Defense College of the Philippines (NDCP), the Palace put a hold on the awarding of Career Executive Service (CES) Rank.

The Palace stated in Memorandum Circular No. 35, which was published in the Official Gazette on October 4, that this would give plenty of time to reexamine the reasons for and the policy ramifications of the awarding of CES rank to students who successfully complete the NDCP's Master in National Security Administration (MNSA) program.

Executive Order (EO) No. 145, which grants NDCP graduates the CES status after they enter government, is suspended by the circular.

According to the Memorandum Circular, the Career Executive Service Board will evaluate the policy implications of EO No. 145 and engage with relevant parties, including the NDCP, before resuming execution of the order.

According to Palace halts granting of career executive rank to NDCP grads (inquirer.net), a report to the Office of the President must be submitted by the CESB within 60 days after the memorandum's release.

On September 2, in Malacañang Palace, Executive Secretary Lucas Bersamin signed the circular.
