The “Golden Pavilion,” which is on Fuqian Road in Tainan City, was dubbed "the most beautiful public agency in Taiwan" and was once the National Immigration Agency’s office as the first service center. This European-style structure was refurbished by the local administration and converted into the "Golden Pavilion 2" of the Environmental Protection Bureau after the NIA service center was relocated in 2021. With the idea of environmental conservation on Earth Day, a second-hand market that holds barter transactions in place of cash transactions will be held in addition to the monthly auction day and will reopen at the end of April.

Unlike Golden Pavilion 1, Golden Pavilion 2 will serve as an exhibition space for environmental aesthetics and resource recycling education, the Environmental Protection Bureau, Tainan City Government noted. Many pieces of used furniture will be displayed there that have been restored from recycling yards in order to convey the idea of cherishing and loving things.

The market adopts a cashless transaction method. In return for items, some booths offer games. There are over 20 booths at the activity, some of which have been built up by parents and kids to demonstrate resource recycling in a fun way. In addition to over 400 participants, there were roughly 830 second-hand items traded throughout activity.

Golden Pavilion supports the idea of recycling and reuse by expertly restoring used bicycles and furniture and giving them new life. It also reacts to the Environmental Protection Bureau's secondhand waste-free market. Along with making individuals happy, it also has positive effects on the economy in the long run.
