This program is specifically intended for German students in the STEM (Science, Technology, Engineering, Mathematics) sector to teach these young generations in future professional abilities in the semiconductor business, according to Lora Ho (何麗梅), the senior vice president of human resources at TSMC. The agreement states that up to 100 exceptional students are anticipated to go to Taiwan annually to take part in this six- to seven-month program.

The Free State of Saxony will also offer appropriate financial supports to students taking part in the program, while the Dresden University of Technology will oversee enrolment at 11 universities in the Free State of Saxony. Following their arrival in Taiwan from Germany, students will enroll in the host university's spring semester to finish a credit-based course in semiconductors. Following that, they will attend TSMC's Taichung plant and newcomer training center for a two-month credit-based practical training.

During the 6- to 7-month exchange program, participating students can earn a total of 15 credits. Every year in February, the program will begin, with the first group of students anticipated to arrive in Taiwan in February 2024.
