Tainan City will start Covid19 rapid tests for migrant workers in their industrial areas and calls for the cooperation of businesses in the industrial zones
After the Tainan City Government (臺南市政府) completed the sanitation inspection of the city’s migrant dormitories in early June, Tainan Mayor Huang Wei-Che (黃偉哲) also instructed the implementation of Covid-19 rapid testing of all migrant workers in Tainan City. The rapid testing of all migrant workers in Southern Taiwan Science Park (南部科學工業園區) has been completed a few days ago. The industrial areas within the jurisdiction of Tainan City Government will undergo comprehensive Covid-19 preventive measures, and the companies within the zone will proceed with the rapid tests.

Tainan Mayor Huang Weizhe said that the health of both the migrant workers and the local Taiwanese workers are very important, but most important are the business owners and the companies managing the migrant workers’ dormitories. They must take care of the health of both the migrant workers and the local Taiwanese workers. Since they are all working for the companies to help the business owners, the Tainan City Government will definitely protect the rights of the workers to health, and hope that business owners and workers will work together to fight the Covid-19 epidemic.
According to the Tainan City Government Economic Development Bureau (台南市政府經濟發展局), Tainan City’s current rapid screening strategy for migrant workers in industrial areas has three main points, which include requiring the Tainan City Government to supervise the industrial areas. All businesses that hire migrant workers must complete Covid-19 rapid tests. In addition, Tainan City Government will form a team composed of the Tainan City Government Economic Development Bureau (台南市政府經濟發展局), Bureau of Public Health of Tainan City Government (台南市政府衛生局) and the Labor Affairs Bureau of Tainan City Government (台南市政府勞工局) to visit the different industrial areas in the city, and assist businesses in administering Covid-19 rapid tests. Finally, Tainan City appeals to businesses in the industrial zones and the smaller business parks under the jurisdiction of the Ministry of Economic Affairs (中華民國經濟部) to proceed with rapid testing to ensure the health of migrant workers.
In addition, for companies that did not implement the rapid testing of migrant workers, they will be given a two-week period to do the rapid tests. Those who do not comply, will be referred to the relevant department and will be fined NT$60,000 to NT$300,000 in accordance with the “Employment Service Act” (就業服務法). Business owners must comply with the regulations and take the initiative to implement the comprehensive rapid testing plan for migrant workers.
