The Hualien County Government provides subsidies to the elderly and disabled residents of Hualien County and distributes love bus cards in an effort to create a welcoming living environment and boost foreigners' scenes of belonging in Taiwan. Two new card faces, the "Elder-respecting Card" and the " Concessionaire Card," were created in 2023 to help distinguish between various users and subsidy conditions. Foreigners who are permanently residing and above 65 years old are likewise included in the subsidy objects. (The place of residence must be Hualien).

The Hualien County Government formally requested permission from the artist Lu-Jyun-Han(盧俊翰) to use two of his armpieces (往花蓮望去的清水斷崖、金針花海) as the covers for two cards. In addition to the original subsidy content, the Hualien County Government announced that the supplemental objects include foreign permanent residents over 65, particularly Remind cardholders that the card is only valid for use by the applicant. The card will be taken back, and the subsidy will be terminated in accordance with the rules if it is discovered that it has been sold, lent, donated, etc. for other people to use. Any violations will be reported to the authorities. Cardholders ought to take notice.
