The second phase of the introduction of migrant workers will start this Tuesday. This time, migrant workers from the Philippines and Vietnam will be allowed to enter Taiwan, and everyone must abide by the quarantine measures.

The new Manila Economic and Cultural Office (MECO) chairman, Wilfredo B. Fernandez, has issued a warning to human resources recruitment agencies, emphasizing that they must not charge migrant workers for pre-boarding quarantine, and any violations will be strictly dealt with in accordance with the law.

According to the special introduction plan of the Ministry of Labor (MOL), the quarantine measures of migrant workers are divided into overseas and domestic. For the overseas part, migrant workers must take a PCR test before entering the training institution. 72 hours before boarding the plane, they must follow one-person, one-room isolation and undergo another PCR test again.

For the domestic part, a PCR test is required at the airport, followed by a 14-day quarantine and another PCR test before the end of the quarantine.

Su Yu Guo (蘇裕國) - the Deputy Head of Transnational Workforce Management Team of the Workforce Development Agency, Ministry of Labor – stated that employers must pay for foreign workers’ fees of serving quarantines and self-health management. Employers will violate the “Employment Services Act” if they charge migrant workers for quarantine, meals, and transportation.

The quarantine fees for migrant workers while serving quarantines in their home countries should be negotiated by both parties of employers & migrant workers. There is no act on which party should pay.
