It has been reported that foreigners were not allowed to borrow YouBike that was seen as racist. Department of Transportation of Taipei City Government indicates that to protect foreigners' right to use public bikes, it is expected to open for them to register with their resident cards on the official website of YouBike since December 24 of 2019.
Department of Transportation of Taipei City Government states that injury insurance is personal insurance under the insurance act that requires a real-name system with the consent of the assured.
To strengthen the system of public bike injury insurance, YouBike has changed its "process of registration" since the 1st of 2019. New members need to fill out their personal information with real names, and the first membership card will be automatically covered by injury insurance for public bikes. Besides, considering the demands of foreigners using YouBike, the system has been amended and will be started on December 23 in 2019. By the time, foreigners can register for new membership cards with their resident cards on the official website. For foreigners staying in the short-term in Taiwan, one-time borrows with credit cards will be also allowed.
